Morristown, Newton, Hackettstown, and Phillipsburg are real centers with real drives between them. An ATM plan that treats the northwest as one market will miss the store.
What the permit table supported
Clear rows included Morristown, Dover, and Rockaway Township in Morris; Newton, the borough of Sussex, and Vernon in Sussex; and Hackettstown and Phillipsburg in Warren. Lake Hopatcong is a CRC place name for a lake that touches more than one town and two counties. Those rows are listed on the Morris page with that warning.
Warren County has both Washington Borough and Washington Township. Andover Borough and Andover Township are both in Sussex County. The town pages use the place name from the CRC list.
When two official lists disagree
The CRC opt-in chart, marked modified October 5, 2026, shows Hackettstown with Class 5 retail as No. The permit table lists retailers in Hackettstown with expiration years of 2027. Both pages are CRC pages. They do not match. Confirm the ordinance and the license before you rely on either one.
June 2026 uncertified sales shares were 4.26% in Morris, 4.29% in Warren, and 1.30% in Sussex. Warren's share is a useful surprise if you only picture the county as rural. It is still not a site review. Call 973-452-4131 with the town and the room.
